That's bulls***. Uncontradicted statements are fact.

I guess I'll believe Cyborg 18 > Cyborg 17 because 17 is cocky, and Freeza > Kaioshin because Kaioshin is always saying incorrect things.
Boohan already sensed Vegito and still made a statement that he can beat him despite the gap is huge!

17 is really stronger than 18 beside 18 never doubted his brother and 16 doesn't bother anything since he's concerns was Goku. Kaioshin says incorrect things which makes it contradicted.
Boo was using his eyes to follow Vegetto throughout the fight, which Vegetto pointed out. Any claims he made that he would still beat Vegetto prior to that point were based on desperation, not cockiness. If Boo were being cocky, his tone would have been evident.

Cockiness would be if he was still smiling and proclaiming his superiority after Vegetto torched him with a ki barrage through the smoke trick, yet he was visibly infuriated and resorted to the Kamikaze Ghosts. Cockiness would be if, after the Ghosts had failed, he continued to smirk and claim superiority, yet there was none of that. He was clearly angry at his disadvantage in the fight after the Ghosts failed—even calling Vegetto "unfair" due to being composed of two people, which Vegetto rightfully called out as hypocrisy—and tried his darndest at close quarters combat. When that failed as well, he used the candy beam, and that's when he got to smiling again, but not because he was thinking he was superior; he figured in his mind the candy beam was the end to the fight. When the candy beam failed, he fell back on absorption, and it was only after he had absorbed Vegetto that he began to smile again.

That isn't the behavior of a cocky person. That's the behavior of a desperate man.
